In accordance with the “Interim Measures for the Administration of Carbon Emission Trading” (National Development and Reform Commission Order No. 17, hereinafter referred to as the “Measures”), the “Notice of the National Development and Reform Commission on Organizing and Carrying Out Greenhouse Gas Emission Reporting by Key Enterprises and Institutions” (NDRC Climate [2014] No. 63), and the “Notice Issued by the General Office of the National Development and Reform Commission on Effectively Implementing Key Tasks for Launching the National Carbon Emission Trading Market” (NDRC Office Climate [2016] No. 57), among other relevant documents, this document provides support for the quota allocation scheme within the national carbon emission trading system.
